We had a similar problem, seemingly due to the other
software using flex-lm on the PC. Only occurs with 2007b,
not 2007a. You can create a matlab specific variable (MLM-
LICENSE_FILE, search matlab help for "license"), or use
the -c option in the shortcut to Matlab. This seems to make
Matlab start-up faster, even on PCs without a problem but
with LM_LICENSE_FILE variables. Right-click the MATLAB
2007b desk-top icon and change the target to:

"C:\Program Files\MATLAB\R2007b\bin\matlab.exe" -
c "C:\Program Files\MATLAB\R2007b\bin\win32\license.dat"
